This is one of the questions I was asked recently when I asked what questions you would like answered in a future “Wednesday G+ Q&A”.
There is a limit of 5000 profiles (including pages) that can be added to your Circles.
Whether or not you add people back once they’ve added you is a personal choice. However when you’re new to Google+ and if you want to grow your following, personally I think it’s a good idea to add people back so they continue to follow you.

There is no limit (that I’m aware of) for how many people can follow you! For example Richard Branson has over 6,700,000 followers.
